Context Circuit CLI 2.1.0

CLI 2.1.0 adds registry-aware installers. They accept GitHub or GitLab source, repository, and API settings through flags or environment variables. GitLab downloads require a token and fail clearly when it is absent. Checksum and embedded-version verification remain in force for every registry.
